It opened on 20 April 2021 on the second floor of a white building behind the ARCO shopping centre, opposite ARCO's delivery entrance, about two minutes' walk from the first branch in Plaza City Koshigaya and four minutes from the east exit of Koshigaya Station. The branch aims to feel like a home where visitors can relax with the cats, and it focuses on FIV-positive cats without symptoms, which are much harder to rehome. About 13 cats live here, and 62 had been adopted from this branch by October 2026. Rates match the first branch (¥1,100 an hour for adults, ¥550 for children, over-65s and disability-card holders), and on weekdays an unlimited-time pass here costs the same as one hour. Up to 12 visitors are admitted at once, no booking is needed except for events, payment is cash only, bottled drinks are sold, and children of junior-high age and under must come with a guardian.

Visits are charged per 30 minutes or per hour, with a discounted two-hour plan, lower rates for elementary school children and visitors with disabilities, and free entry for preschoolers. The cafe is open every day from midday, and cards, e-money and QR payments are accepted. Visitors can use the coin parking in front of the building.

It is reached by bus: take the Tobu bus from the west exit of Takenotsuka Station, or the community bus from Minumadai-Shinsuikoen Station on the Nippori-Toneri Liner, to the Nakacho stop, then walk two minutes. The cats are rescues looking for permanent homes. Because the space is small, only about four visitors can enter at a time, and each visitor pays a contribution toward the cats' living costs. Drinks are served only on an outdoor wooden deck and are suspended in bad weather. Guests sign a consent form and wear socks. It opens on weekends and public holidays, with a break from 2 to 3 PM. Weekday visits can sometimes be arranged by Instagram message or email.
