Ring's Cafe is a cat cafe in the Harb Building on Romulo Boulevard at the corner of Rosal Street in San Vicente, Tarlac City, in front of the Diwa ng Tarlac complex and close to the public library and park. Opened in 2025 and promoted as Tarlac City's first cat cafe, it lets visitors spend time with its resident cats for a fixed fee that covers one hour in the cat area and one drink, such as coffee, matcha or chocolate. Other drinks and snacks can be ordered separately, and the cafe has free wifi. It is open daily, generally from late morning to early evening; hours are posted on the cafe's Facebook page.

Tarlac City

Andrea Billiard and Cat Time Cafe is an entertainment cafe with resident cats on the second floor of the Floor Center Building on MacArthur Highway in San Sebastian, Tarlac City, beside Wendy's. Opened in 2026, it combines a cafe with billiard tables, an arcade, PlayStation 5 consoles and private karaoke rooms, and its resident cats share the lounge with guests who want a break from the games. The menu covers coffee and other drinks, desserts, pasta and comfort food at moderate prices. It is aimed at groups of friends and families and stays open late every day.
